  1.  is there a better way? The width of arches brick wall would be the size of window or size of 2 windows I’ll attach pic of building. It would be better to build and dig up for proper foundations to support 4ft of brick wall with arches, but can I get help with designs of the arches or possibly Guidance to options. Thank you. Ernest.

Yes you don't want something that heavy falling on someone so proper attachment to footings would be advised.

As for drawing it in chief.....   This is just an 8" concrete stem wall with two elliptical arch doorways and a wall cap.

Is that the look you are after ?

You nailed on first comment Chopsaw, thank you. It mean a lot. I drew this similar site on paper and gave to structure steal engineer and he advised to get blueprints to give to the city I’m just not sure what is acceptable as for blueprints.

Sounds like someone needs an engineer and possibly a copy of ADAAG

You’re right Kmoquin, great work btw. as for engineers; two came out. One specialist structure steal engineer for inside being that we’re taking walls out inside. He advised it is possible for  brick arches outside just to get blueprint for city inspector. the other did not advise at all with different contractor.  I drew some drawing just not sure what it acceptable as blueprint for the city?  the guy comment above gave great illustrations and I thank you both!
