The best way I guess would be to set it up as a garage and then go to floor defaults and set finish floor for garage to what ever level I need? Why not call it a bedroom and drop down 6". IOW, what is the difference between a bedroom and a garage each dropped down 6"? Maybe the fact that the garage will not have a finish floor yet the bedroom will. Quick answer to your question, yes, what you suggested should work.
