It would depend a lot on the type of sign you intend to display and If it is existing or proposed.   You can create a polyline solid representing a piece of plywood or sign board and apply a material to it but that would be the simplest scenario.  You  you will want to try to use the tools that  best represent the finished product so obviously plywood is not the right approach for a neon sign.

It might depend on what types of views you want it to show up in.  For example, the easiest way to create a sign is to just use a picture of one, make it into a material with the the texture set to stretch to fit, and then paint it onto a poly solid or soffit or something.  But if you need it to show up in a vector view (or as cad), then using 3d lettering might be a better way to go.
