Ability to Add Tool to Tool Palette

I have tried to utilize  "Place Library Conetent" to add a tool to a tool Palette, however, it fails.  Is there a way to modify a Tool Palette by adding additional library tools?

You can't edit Chiefs built in toolbars - that includes the toolbars, dropdowns and the tool palette.

You can create a new toolbar that contains your Library Objects and you can dock it or float it, but you can't make it a dropdown or tool palette.

Thank you Glen, I think that this would be an option that would allow the organization of our workflow to be optimized.  I will submit it as an additional feature request.

I think he is trying to add to a Child Tool Palette which isn't possible.
