How can I build a wall that's brick under the windows, then siding the rest of the way up?

I suggest using Pony Walls.

Guessing the issue is molding cutting the brick pony wall? No exterior casing, add custom symbol for Exterior Milwork, lock symbol height, width stretch plane 0, offset Z origin. If there are other heights you need another symbol.

Pony wall with a wall cap for the sill. Maybe I'm missing something in what the OP is trying to accomplish.

That was my first thought but then saw this with casings.

 

I just used default brick wall for bottom, you must have a different setting somewhere than I have?

Never mind, just noticed you have a sill, I did not, guessing same for OP

Thanks Eric, Mark & Robert.  I was able to create the new wall and save it to my Library.  It looks good.
