Bookmark Plan Set PDFs

As a result of the pandemic, a number of Planning and Building Departments in my area are requiring electronic submission of plan sets and permit application materials through their Accela Government Software application.  Moreover, regardless of the brevity of the plan set package they are requiring that each page of the PDF plans be bookmarked.  Chief does not yet have the capability.  The create bookmark feature is not included with the free Adobe Acrobat Reader.  The Adobe Acrobat Pro software, which does provide the bookmark capability, is significantly expensive for my sole-proprietor design business, especially since the bookmark feature is the only one that is needed.    Is anyone aware of an inexpensive solution for bookmarking their Chief construction document sets?  I use the MacOS version of Premier X12.
