stair head clearance

would be best to post a plan. otherwise, it's just conjecture.

We will sometimes angle that first 2x10 to steal a couple of inches for head clearance but what you posted looks like a complete redesign is necessary. 
 

That’s why guys are asking for you to post the plan.  I recommend you post the plan as well, guys on this forum will really help and you might learn something.

Since the ceiling height of your "Basement" is too low to qualify as a "Habitable Room" you could consider either a "Spiral Stair" or a "Ships Ladder" for access.  Either of these might prove sufficient.

 

Note that the "Basement" could only be used as storage or utility space.  Consequently it doesn't have to have a code legal stairway for egress.
