Windows 10 bottom edge toolbar infringes Chief 10

In your Taskbar settings you can set it to "Automatically hide the taskbar in desktop mode" but that is not likely your issue.  You just need to click that thing between the minimize and close buttons so that it shows two boxes rather than one and you should be reset.  Not sure the proper name unless it is maximize.

This happens on me occasionally , usually after an Update too, even with Hide Taskbar on, and I usually find CA is Filling most of the Screen (98%?) but is not Maximized (fullscreen) as Chopsaw pointed out.  ie Click on the single square between the  - and X to maximize the window.

Update to Windows 10 created all kinds of issues for me with display.

Mostly toolbar or spell check windows opening in different locations on either monitor.

Need to spend some time diving into it or maybe enlist some professional help.:P
