Rugs in library

I was looking for an area rug to put in a plan.  I called up "rug" in the library and tried to install a border rug.  None of them or the other patterned rugs would attach except for the items such as corded round rug or rectangular rug, etc.  Am I doing something wrong or is there something wrong with the symbols?  Are these just materials we have to apply to another rug symbol?

Some rugs in the Library browser are materials to be attached to objects like slabs or soffits and some are symbols with materials already assigned.

Does that mean, if I want an oriental rug in the dining room, I have to place a slab under the table and then put the oriental rug on it as a material?

...or you could just import a rug from the library and then reassign a texture (and map) to the rug symbol.

I did go to the library to bring a rug in. There was a good selection, I thought, but they are not symbols even though they look like one.

If you want an oriental red rug (or many of the others) I presume you bring in a rectangular rug and then go back and add the oriental red rug as the material. Seems to work but more steps than I was expecting. Much better though than the previous slab suggestion.
